North Carolina Barrier Island FORTIFIED Roof Grant
The Strengthen Your Roof Program is funded by the North Carolina Insurance Underwriting Association (NCIUA) and helps homeowners replace their roof with an IBHS FORTIFIED Roof™, making homes significantly more resistant to hurricanes and severe storms. Grants are awarded on a first-come, first-served basis while funding lasts.
Grant Amount
For homeowners on North Carolina's Barrier Islands and Outer Banks:

Who Qualifies?
Own a home located in an eligible Barrier Island or Outer Banks territory.
Have an active homeowners or wind/hail insurance policy through the North Carolina Insurance Underwriting Association (NCIUA).
Replace the roof with an IBHS FORTIFIED Roof™.
Use approved FORTIFIED contractors and complete the required inspection/certification process.
Apply and receive approval before construction begins. There are no income limits for this program.

How the Program Works
Verify that your insurance policy and home are eligible.
Obtain a quote from a FORTIFIED contractor.
Submit your application.
Wait for grant approval.
Complete the roof replacement.
Have the roof inspected and certified as FORTIFIED.
Submit final documentation to receive reimbursement.


Important Rules
- Do not begin construction before receiving grant approval.
- The completed roof must earn an official IBHS FORTIFIED Roof™ designation.
- Homeowners typically pay the contractor, then receive grant reimbursement after all required documentation is submitted.
Insurance Savings
After installing a certified FORTIFIED Roof™, many homeowners also qualify for wind and hail insurance premium discounts. Discount amounts vary based on:
- Insurance carrier
- Home location
- Level of FORTIFIED designation

Additional Benefit for NCIUA Policyholders
Even if a homeowner isn't using the grant program, NCIUA also offers a Stronger Roof Endorsement at no additional cost to eligible policyholders. If a roof must be replaced because of a covered insurance claim, this endorsement can provide up to $5,000 in additional coverage to upgrade the replacement to a FORTIFIED Roof.Â
Good News for Willis Roofing Customers
For your service area, many of your customers in Oak Island, Caswell Beach, Holden Beach, Ocean Isle Beach, Sunset Beach, Bald Head Island, Carolina Beach, Kure Beach, Wrightsville Beach, Surf City, and North Topsail Beach are in the geographic areas covered by the Barrier Island program. Eligibility still depends on the homeowner's NCIUA policy and meeting the program requirements.
The original Strengthen Your Roof program was created for NCIUA policyholders in the Outer Banks and Barrier Islands, offering up to $10,000 toward a FORTIFIED Roof.
In July 2025, North Carolina announced a new $20 million funding round and expanded grant opportunities. The announcement was made by Insurance Commissioner Mike Causey and NCIUA.
That expansion also created the separate Strengthen Your Coastal Roof program, which provides up to $6,000 for eligible NCIUA policyholders in the remaining 18 coastal counties that are not in the Barrier Island/Outer Banks territories.
There are now two separate grant programs:

The Stronger Roof Endorsement is an enhancement available on eligible NCIUA (Beach Plan) insurance policies. If your roof is damaged by a covered insurance claim and needs to be replaced, the endorsement provides additional coverage so the new roof can be rebuilt to the IBHS FORTIFIED Roof™ standard, rather than just meeting minimum code requirements.
The endorsement itself is not brand new—NCIUA has offered it for several years. However, when North Carolina announced the $20 million expansion of the FORTIFIED initiatives in July, officials highlighted the endorsement alongside the two grant programs because all three are part of the state's effort to build more resilient coastal homes.
This is an important distinction for homeowners:
